Putin Says Corruption Threatens Economy MOSCOW Corrupt officials are threatening Russia´s fledgling market economy and police are increasingly being dragged into business disputes, Russian President Vladimir Putin said on Tuesday. "Small and medium-sized businesses have become the main target both for the criminal world and officials involved in racketeering," Interfax news agency quoted Putin as telling a meeting attended by senior Interior Ministry officers. While officials trumpet economic growth and hail small businesses as the backbone of the economy, media reports often cite cases of officials extorting bribes for registering new companies or demanding kickbacks from existing ones, AFP said. Putin told police chiefs that the police often lost their impartiality by serving the interests of one business group and persecuting their rivals. "This is a sure way to weaken the police and demoralize its staff," he said, urging law enforcement officers "to represent the law rather than be a symbol of lawlessness and brute force". Putin told his nation in a live television phone-in on Monday that he was aware of corruption in the police, and in particular said he was well aware of widespread bribe-taking by traffic police. He said motorists would often pay police in advance not to be stopped later when driving drunk. Putin urged police to pay thorough attention to fighting drug addiction which he called "a fight for the survival of the nation", and illegal immigration. These two issues were also highlighted in his unprecedented two-and-a-half-hour conversation with the nation on Monday. Putin said he also wanted police "to resolutely battle" ethnic and religious conflicts.
